Often times the problem resides in a slow link in the internet. Perhaps all the traffic to the site that you are trying to reach goes through a 28.8 modem. Or perhaps the route is blocked and you have to travel through extra hosts to get to the host that you want.

Traceroute is a valuable tool to figure out where the problem lies, is the host even reachable, or are there slow links.
